Bio
Tatiana Echim is Senior Expert Advisor for the “Green Agenda for Armenia, Georgia, Moldova, and Ukraine” project at the Stockholm Environment Institute (SEI). Within the Green Agenda project, she supports the team in Moldova by overseeing the implementation of the project and acting as a liaison between SEI, governmental institutions in Moldova (ministries, agencies, etc.), international/national research experts, group leads, stakeholders, and other actors which contribute to the Green Agenda’s overall thematic development and project implementation.
Tatiana has more than 14 years of providing consultative support and national expertise to international organizations, businesses, public authorities, and civil society during the process of implementation and compliance with environmental protection legislation. She is knowledgeable and experienced in a variety of sectors, such as: the integrated management of waste and chemicals; environmental infrastructure; good governance and environmental reporting and evidence data; environmental information resources; and training and education in the field of environmental protection. Tatiana also has more than 10 years of experience in managing environmental projects for the implementation of national strategies, and provisions of international treaties and European Union directives.
Tatiana holds a master’s degree in Environmental Management and International Relations from Moldova State University. She also holds numerous certificates under topics such as: Chemicals and Hazardous Waste Management under the Chemical, Biological, Radiological and Nuclear Risk Mitigation (CBRN) Project 67; Persistent Organic Pollutants (PoPs) Chemicals Inventory; training in European Neighbourhood and Partnership Instrument (ENPI) policy on waste management elaboration; and completed courses on EU acquis Communautaire transposition into environmental legislation.

Bio
Ina Coseru is a green transition expert and economist with more than 25 years of experience in environmental policy, European integration, civil society development, and international cooperation.
Within the Green Agenda project, her role is to provide ad hoc strategic advice and guidance to support smooth project implementation in Moldova. This includes advising on project direction, offering insights into the national policy, institutional and stakeholder context, supporting stakeholder engagement, and providing high-level input on activities, strategies and implementation plans when requested by the Project Manager.
Ms. Coseru served as a Member of the Parliament of the Republic of Moldova during the 2021-2025 term. She chaired the Parliamentary Committee on Foreign Policy and European Integration and served as Deputy Chair of the Parliamentary Committee on Environment, Climate and Green Transition. In these roles, she promoted the adoption of draft laws harmonized with European legislation, including in areas related to environmental protection, climate policy, and Moldova’s European integration agenda.
Before her parliamentary work, Ms. Coseru led environmental non-governmental organizations and worked to promote environmental protection, sustainable development, and European policies in Moldova. She has also contributed significantly to the development of civil society through her work with international organizations and regional cooperation platforms.
Ms. Coseru has been an active member of the Eastern Partnership Civil Society Forum, established in 2009 to support cooperation and democratic development in Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. As a member of the Steering Committee and Co-Chair of the Forum from 2017 to 2020, she helped represent civil society perspectives in dialogue with the European Parliament, the European Commission, the European External Action Service, and other European institutions.
Through her public policy, civil society, and international cooperation experience, Ms. Coseru brings to the Green Agenda project a strong understanding of environmental governance, EU approximation, institutional dialogue, and the practical policy pathways needed to support Moldova’s green transition.
Anastasia Raicu

National Communications Expert
Bio
Anastasia Raicu is the National Communications Expert for the Green Agenda project and Communications Manager at the National Environmental Center.
Within the project she supports strategic communications, project visibility, public outreach, and media relations to advance environmental protection and sustainable development initiatives in the Republic of Moldova.
She has more than 20 years of experience in communications, public relations, media liaison, and public awareness across civil society, international development programs, and public institutions. Her work includes designing and implementing communication strategies, managing awareness campaigns, engaging with media and partners, and developing content for diverse audiences.
Before joining the National Environmental Center, Ms. Raicu worked with Soros Foundation-Moldova, UNDP Moldova, the International Organization for Migration, the Regional Environmental Center, NEXUS Moldova, and the National Agency for Rural Development. She began her career as a television reporter.
Ms. Raicu holds a degree in Journalism and Communication Sciences from the State University of Moldova and a degree in Economics, with a specialization in Strategic Marketing from the Academy of Economic Studies of Moldova. She is certified in EU Project Management and is fluent in Romanian, English, and Russian.
Alina Bugaci

Bio
Alina Bugaci provides administrative support for the Green Agenda project and works as a Logistics Manager at the National Environmental Center. Within the project she supports the planning, coordination, and implementation of public events and stakeholder engagement activities across the Republic of Moldova.
At the National Environmental Center, Ms. Bugaci is involved in organizing and facilitating non-formal environmental education, youth training programmes, and sustainable development initiatives. Her work focuses on engaging young people in environmental protection, waste reduction, civic participation, and community action through participatory methods.
Ms. Bugaci has a diverse background in non-formal education, group facilitation, and public sector administration. Before joining the National Environmental Center in 2022, she taught Education for Society at the College of Ecology in Chișinău and worked as a Social Pedagogy Specialist at the Center of Excellence in Energy and Electronics. She also has administrative experience in public administration.
Ms. Bugaci holds a Master’s degree in Administrative Sciences, specializing in Public Policies and Services, and a Bachelor’s degree in Agricultural Sciences, specializing in Forestry and Public Gardens, from Moldova State University. She has completed Train-the-Trainer programmes in waste management and human rights education, as well as advanced psycho-pedagogical certification.
