Strengthening Sweden-Ukraine Cooperation for a Green and Resilient Recovery

Last week, Stockholm hosted a two-day program to advance Ukraine’s green recovery, energy transition, and climate investment. The visit was part of Ukraine’s Energy and Climate Investment Roadshow in Sweden and highlighted strategic cooperation between the Government of Ukraine, the Stockholm Environment Institute (SEI), and Swedish partners.

Building Partnerships for Sustainable Transformation 

On October 20, a high-level Ukrainian delegation led by Andrii Teliupa, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, visited SEI. They were hosted by SEI Executive Director Måns Nilsson, with SEI Policy Fellow Ganna Gladkykh facilitating. She leads the Ukraine component of the Green Agenda project. 

The discussions centered on how SEI’s combined strength in scientific research and policy analysis can contribute to the implementation of Ukraine’s National Energy and Climate Plan (NECP), facilitate progress towards EU membership, and support a green, resilient reconstruction. SEI and the Ministry also explored priorities for the newly formed ministry that brings together environment and economy portfolios, including: 

  • Developing sectoral decarbonization roadmaps for energy, industry, and agriculture using SEI tools such as LEAP (Long-range Energy Alternatives Planning System) and NEMO (Next Energy Modeling System for Optimization) models; 

  • Drawing on Swedish experience in climate governance, including Fossil Free Sweden initiative and the Climate Policy Council; 

  • Building investment pipelines and enabling business-to-business cooperation to accelerate the green transition; 

  • Exploring future collaboration, including in decentralised renewable systems and water resources management. 

These discussions reaffirmed SEI’s long-term commitment to Ukraine, - linking knowledge, technology, and finance to turn climate goals into concrete action. 

Showcasing Ukraine’s Investment Potential in Stockholm 

On October 21, Stockholm hosted the Ukraine Energy & Climate Investment Roadshow, organised by the Swedish Energy Agency. The Ukrainian delegation was coordinated by DiXi Group, in partnership with Ukraine’s Ministry of Economy, Environment and Agriculture, the Ministry of Energy, and with support of the UK Government. 

The Roadshow brought together Swedish government representatives, financial institutions, and private sector leaders interested in Ukraine’s energy transition. Opening remarks were delivered by Svitlana Zalishchuk, Ambassador of Ukraine to Sweden; Maja Lundbäck, State Secretary at Sweden's Ministry of Climate and Enterprise; and Andrii Teliupa, who presented Ukraine's NECP to 2030 - a roadmap for decarbonisation and energy security. 

SEI Policy Fellow Ganna Gladkykh presented how SEI’s global expertise in modeling, policy analysis, and sustainability planning can support Ukraine’s post-war recovery and energy transition. She introduced the Green Agenda in Ukraine, a regional initiative implemented by SEI and funded by the Swedish International Development Cooperation Agency (Sida). The initiative supports Armenia, Moldova, and Ukraine in advancing EU-aligned green reforms and attracting climate investments. It strengthens cooperation with national institutions and helps embed sustainability reconstruction and development strategies. 

During the Business Spotlight session, Ukrainian companies showcased projects that align with Sweden’s green priorities and Ukraine’s NECP targets – showing growing alignment between policy and business. 

Why It Matters and Next Steps 

The discussions in Stockholm showed that investing in Ukraine’s green transition strengthens the country's resilience and creates economic opportunities for partners. Greater cooperation in renewables, energy efficiency, and low-carbon technologies will strengthen Ukraine’s energy security and open new markets for Ukrainian businesses, with support from Swedish and European companies and funders. 

The Roadshow confirmed a shared Swedish-Ukrainian vision of recovery that connects environmental and economic goals, accelerates EU integration, and drives mutually beneficial investment in green sectors. This collaboration can turn reconstruction into a platform for innovation, competitiveness, and long-term sustainability. 

SEI’s collaboration with Ukrainian institutions and partners - including the Ministry of Economy, Environment and Agriculture, DiXi Group, and the Green Transition Office – supports this vision by linking evidence-based research with practical tools and investment planning. As Ukraine rebuilds, these partnerships will help deliver a resilient, low-carbon, economically vibrant future.
