Who We Are
Our Green Agenda Ukraine project, led by the Stockholm Environment Institute (SEI) and funded by Sweden through the Swedish International Development Cooperation Agency (Sida), partners with governmental institutions and civil society organizations in Ukraine. Our mission is to promote green transition through policy harmonization with EU standards.

Bio
Ivo Krustok is the Head of Unit at the Climate Systems and Energy Policy Unit at the Stockholm Environment Institute (SEI) in Tallinn. He is also the Team Lead for Ukraine, as well as for the Climate and Energy thematic areas within the “Green Agenda for Georgia, Ukraine, Moldova, and Armenia” project. In these roles, he has produced gap reports on climate and energy policy for each of the project countries, supported the methodological team for the Green Agenda Project, and is currently working on putting together a green transition national assessment for Ukraine.
Ivo has extensive experience in environmental science and policy, having been related to the field for more than 15 years.
He has worked for the Ministry of Environment of Estonia for six years and held several positions during that time – as a resource efficiency project manager, a scientific adviser and a climate adviser for the management in the ministry.
Ivo also spent two years representing Estonia as an environmental attaché in Brussels, working closely with EU institutions. After the ministry, he worked for 1.5 years at the Government Office of Estonia, coordinating Estonia’s green transition.
Ivo has a PhD in Environmental Microbiology from Mälarden University, and both a bachelor’s and master’s degree in Environmental Engineering from Technology from the University of Tartu. Science and Technology University of Tartu or The University of Tartu Institute of Technology (TÜTI)
Ganna Gladkykh

Bio
Ganna Gladkykh is a Policy Fellow at the Stockholm Environment Institute HQ and leads the Ukraine component of the Green Agenda for Armenia, Moldova, and Ukraine project, supporting the region’s green transition aligned with EU integration priorities.
Ganna has extensive experience in sustainable transitions across Europe, with a strong background in the clean energy transition policy. Ganna holds a joint PhD in Economics and Earth Science. Her work combines research and practical expertise to advance decarbonization pathways and sustainable development.
Ganna has extensive experience in sustainable energy transitions with a strong interest in policy-relevant research for sustainability transformations. Before joining SEI, she was a Clean Energy Transition Expert at the European Energy Research Alliance (EERA), where she worked on bridging the gap between European clean energy research and EU policymakers.
Her academic and professional journey has taken her across several European countries, including Ukraine, Sweden, Belgium, France, Iceland, and Portugal.

Bio
Bogdana Leshchyshyn is a Research Associate at Stockholm Environment Institute (SEI) HQ – Environmental Policy and Strategy Team -Societies, Climate, and Policy Support Division. She works primarily within the Green Agenda for Armenia, Moldova and Ukraine project, coordinating three thematic areas: climate, energy, and buildings & renovation.
Before joining SEI, Bogdana worked at the Government of Ukraine, specifically at the State Agency on Energy Efficiency and Energy Saving. In this role, she was responsible for close collaboration with international partners and donor organizations, managing a variety of development-related projects funded by the European Commission, NEFCO, UNDP, USAID, GIZ. Among her other responsibilities, she was also involved in Ukraine’s European Union integration, particularly in implementing the energy efficiency and renewable energy measures outlined in the Ukraine-EU Association Agreement.
Additionally, Bogdana gained research experience in circular economy at the Wuppertal Institute for Climate, Energy, and Environment in Germany and insights into international affairs at the Ministry of Foreign Affairs of Ukraine.
Bogdana holds an MSc in International Administration and Global Governance with a focus on climate and energy policies from the University of Gothenburg, Sweden, along with a BA and MA in International Relations from Taras Shevchenko National University of Kyiv, Ukraine.

Bio
Erika Tšerkašina joined SEI Tallinn in October 2024. She is a part of the team of the Ukraine component of the Green Agenda for Armenia, Moldova, and Ukraine project, supporting the region’s green transition aligned with EU integration priorities.
Erika works in the Climate Systems and Energy Policy Unit on projects related to energy sustainability and energy resilience.
Erika has a background in interdisciplinary research and development cooperation and she holds an MSc in Global Development from the University of Copenhagen, Denmark.
Her interests include topics like green energy transitions, reduction of energy poverty, energy resilience in conflict-affected countries, human rights, community-based organizing principles, and women empowerment. Erika believes in interdisciplinary approach to environmental and developmental issues and combines tools from different disciplines in her work.
Erika has an 8+ years’ experience working with environmental, developmental, humanitarian and human rights topics in the Eastern Europe and Central Asia region. She has experience with promoting access to energy for remote communities in rural Tajikistan. She has also lived and worked in Georgia, Ukraine, and the UK. Before joining SEI, Erika coordinated humanitarian aid operations for Ukraine at NGO Mondo. She is committed to promoting access to clean and accessible energy worldwide and in particular in Eastern Europe and Central Asia.
